If you get this message while trying to install Freecell 2006, then you have to download Microsoft's Visual Basic Runtime files. 

First download and install VB6 Runtime files. Then install Freecell 2006.

You can download VB6 runtime from any one of the following links. It is also available in all major shareware sites.
